In Zone 2 AllTech proposes to support functional areas designated by SOW paras. 3.12, 3.18 and 3.21:


























AllTech’s Past Performance, from the contracts listed below in Table A, fulfills many of the requirements of Functional Area 3.12.  The following are examples of services provided.
AllTech is the Prime contractor supporting the Army’s Financial Management Information System (FMIS) project which includes:  Server System Administration, Monitoring & Sustainment Tasks, and Structured Query Language (SQL) Database Administration (DBA).  This is a Performance Based contract and AllTech provides the highest caliber of IT folks possessing the expertise to support the requirements of the PBWS.
The FMIS environment is being established at the U.S. Army Medical Information Technology Center (USAMITC) in Fort Sam Houston Texas (Zone 4) and requires dedicated technical resources to support day-to-day operations throughout the system’s life cycle.
AllTech Technicians also provide System Administration and DBA support for other systems and support the following:

The FMIS must be operational 24/7 and our technicians are on call during off duty hours.  AllTech performs the following tasks:
Provide server administration, backup and recovery services for WebLink, Design Studio and Information Studio users
Troubleshoot, isolate and resolve server problems
Install, upgrade, and maintain new versions of server software, operating systems (OS) software, Information Assurance Vulnerability Alerts (IAVAs), patches, etc.
Monitor and review system performance and log files to proactively identify and correct system issues, implement preventive maintenance procedures, maintain optimum performance levels, and comply with Military Regulations to ensure the availability and reliability of the system
Our Technicians have to maintain Compliance 100% of the time, Recover within 24 hours and Respond to problems within 2 hours.  These folks are certified MCSA, MCSE or MCDBA and have 5 years of experience.  These are precisely the types of individuals we would provide to fulfill SeaPort-e requirements.












AllTech has performed Training at Fort Detrick (Zone 2) as a Prime contractor for the Chemical Biological Medical Systems, Joint PEO.  AllTech provided instructor-led, classroom-based training for class sizes of 11 to 28 students.  The topics presented were:  Excel Basic, Intermediate, Advance and VBA course as well as the Principles of Earned Value Management.
AllTech has performed Training at the Air Force Pentagon Communications Agency (AFPCA) as a Sub (Zone 2).  AllTech provided specialized consulting regarding virtualization of AFPCA servers for security purposes. This was provided in the form of lectures and hands-on support / training to LMIT personnel and other sub-contractors. AllTech provided experts familiar with VMware products, the virtualization product of choice within AFPCA.   These trainers were very astute and highly technically qualified to present this material, and AllTech would provide similar candidates to support SeaPort-e requirements.









AllTech provides Executive Administrative Assistant services to the Executive Director of the Air Force Cost Analysis Agency (AFCAA) and its staff in Arlington, VA (Zone 2).  This includes the AFCAA Technical Director, Technical Assistants, as well as several divisions within the AFCAA. These duties include correspondence preparation and review, maintenance of calendar/schedule, maintaining neat appearance of conference room, director’s office, conference room scheduling, preparation of travel arrangements, preparation of reports and briefing packages to include PowerPoint presentations and graphics, general public relations – both face-to-face and telephonic.  Records management and the Research Library files management are an integral part of the daily duties and include (word-processing, spreadsheet, PowerPoint presentations, graphics files, etc.) files both in electronic and hard copies.  Additionally, scanning documents into a database is routinely required.  AllTech’s Administrative Assistants must possess:  extensive knowledge of Air Force Policies and Regulations, Procedures and Operations applied to administrative assignments to perform the procedural and administrative work of the office; knowledge of Air Force office functions  and commitments of Research and Resources Management Division Chief and staff to prepare and review correspondence, screen telephone calls and visitors, maintain Research and Resources Management Division Chief’s calendar; in-depth knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports; knowledge of various office automation software programs, tools and techniques to support office operations and produce a variety of documents; skills in typing; ability to locate, assemble and compose information for reports, inquiries and non-technical correspondence; ability to communicate effectively, both orally and in writing; and ability to plan  organize, work and meet deadlines.
AllTech’s Administrative Assistant work force is broadly talented, well-educated, flexible and capable of self-assertion during intense situations.  This is the caliber of Administrative talent that AllTech would provide to fulfill SeaPort-e requirements. 

3.12 – Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support
This functional area consists of providing information system software analysis, requirements definition, design, development, test modification, installation, implementation, quality assurance, training, and documentation to meet the evolving data storage and reporting needs of programs and management.  Analyze existing IT and IS databases, web sites, and IT applications and recommend new or improved interfaces and improved management tools that meet new management requirements, or improve management effectiveness and efficiency.  Perform maintenance and technical support for Local Area Networks (LAN) and Wide Area Networks (WAN) that are outside the cognizance of the Navy Marine Corps Intranet (NMCI).  Modify, implement and maintain web based information systems and links.  Develop web-site structure, prepare documentation for population, implement and maintain websites.  Provide systems engineering and technical support for establishment, test, upgrade, and operation support of systems, networks, workstations and support equipment hardware and software that are outside the cognizance of NMCI.  Conduct IA analysis, develop, recommend, and implement, monitor, update and maintain, IA practices, procedures, equipments, algorithms and hardware that are outside the cognizance of NMCI.
3.18.1 – Technical Training Support
ThiThis functional area consists of applying the engineering and analytical disciplines required to ensure that the warfighter and technical support community is provided with adequate instruction including applied exercises resulting in the attainment and retention of knowledge, skills and attitudes regarding the platforms, systems and warfighting capabilities they operate and maintain.
3..21.1 – Clerical and Administrative Support
This functional area consists of clerical and administrative support required for seamless operation of offices and support functions.  This area also includes support of personal property management functions.
